About Us:
County Kerry in South West Ireland is steeped in cultural expression; it has a rich and diverse arts sector. Kerry is renowned internationally for its literary tradition, its wealth of music, traditional arts and visual arts. The unsurpassable scenery and living traditions have inspired the artistic nature of its people for many generations. The Arts Office of Kerry County Council acts as a catalyst in the promotion of the arts in Kerry. This entails promoting access to the arts, participation in the arts, as well as promoting the profile of the arts. It is the co-ordinating body for the 2018 Film Bursary Award. The Bursary is funded by Kerry County Council with support from the Arts Council.
The 2018 Film Bursary Award:
Kerry County Council, in association with The Arts Council wish to award a bursary to a filmmaker for the production of a short film in 2018.
The Film Bursary Award aims to foster talent, creativity and activity in filmmaking in County Kerry. We are looking for filmmakers with experience in the field, who are working in the short drama genre. We are seeking proposals and applications from film makers who have a script that has been developed, seen by a Director and has had input from a Producer. The Film Bursary Award is for a short drama film of 10-12 minute duration. The Award is in the form of a grant and is set at €15,000 for 2018.
We are looking for original, entertaining stories by talented filmmakers who, if selected, must set and shoot their project in County Kerry. The award will be given to one successful applicant who will receive €15,000 as a grant sum towards the cost of production. Kerry Screen Commission, which is based within the Arts Service of Kerry County Council, will offer location support and guidance as requested, and especially in relation to accessing locations and local resources.
A Development Seminar:
A development seminar detailing information on the Award will be held in Council Chambers, Kerry County Council on Thursday 12th April from 2-4pm.The seminar will offer insight into filming in Kerry, procedures for shooting in Kerry, as well as additional resources available to the successful recipient. A Location Manager will be present on the day and the seminar will be facilitated by the Arts Office at Kerry County Council. The seminar will also provide information on the award criteria, guidelines and application format. Refreshments will be available on the day. Selection Process:
This is a two stage open competition opportunity.
Stage One: Shortlisting from Applications received.
Stage Two: An Interview with a selection committee for all shortlisted applicants. Interviews will take place in Kerry. More information may be requested from stage two shortlisted applicants.
Kerry County Council will set up a fixed term panel of recommended recipients which will remain in operation for 2018
The closing date for receipt of applications is set at Friday 27th April 2018 at 1pm.
Interviews for shortlisted applicants will be conducted the week of Monday 21st May 2018. Shortlisted applicants will have to attend for interview at Kerry County Council, County Buildings, Rathass, Tralee. Co. Kerry.

Applications cannot be sent to the Arts Office email address or by post to Kerry County Council. Only electronic submissions can be accepted. They will only be accepted via the electronic platform on Jot Form. Additional information cannot be uploaded when you have pressed the 'Submit Application' button at the end of the application form.
Bursary Award Guidelines & Conditions:

High quality propositions are encouraged from filmmakers who have developed a capacity and recognition in filmmaking. Filmmakers do not need to be based in Kerry.

Applicants must have a short drama script, of 10-12 minutes in duration with a keen interest to shoot in Kerry. The guiding on film length and duration is 10-12 minutes. Film suggestions longer than 20 minutes are not eligible to apply. Only applications under the short drama category will be accepted in 2018.

Applicants must have full legal rights to the material they are submitting.

Applications must show seriousness in terms of intent and ambition for the award.

Applications need to include a short summary of the project, a project title and intended duration. A project synopsis including general plot outline to a maximum of 500 words is required. A full script is also required. Applications need to display a cognisance of Kerry as a location for filming.

A maximum of two applications per person/organisation or legal entity will be accepted. A separate electronic application must be submitted for each application.

Opportunities to have the film screened in Kerry will be generated.

Kerry County Council as the local statutory body of the State cannot undertake to support a proposition that would be in conflict with its mandate as a local authority.

Short Dramas that need significant additional finance, have been part-shot, or have been shot entirely are not eligible to apply.

The Bursary Grant is to a maximum of €15,000. If a balance of funds is required, then the source must be identified clearly and detailed in your proposal.

The shoot must take place in Kerry. Applicants must be in a position to have the production completed including all post production within five months of receiving the award.

If a production has not commenced within eight weeks of Kerry County Council announcing the successful applicant then Kerry County Council retains the right to award the Bursary to number two on the panel.

All applicants must have, in due course, a Tax Clearance Certificate from the Office of the Revenue Commissioners in Ireland.

A full schedule of film insurances will be required from the successful applicant including indemnifying Kerry County Council and The Arts Council to the value of €6.4 million in a public liability policy. Employers Liability will be resuired as relevant.

Codes of Practice Observance; Child First Guidelines including appropriate Garda Vetting procedures, Health & Safety Regulations, Equal Opportunities policies and procedures must be in place and adhered to where relevant and in all cases. Evidence of same will be required from the successful applicant.

Payment will be made in three parts, €5,000 on commissioning; €5,000 at the rough cut stage and €5,000 on completion.

Kerry County Council must be acknowledged by the promoter/applicant on all websites and social media platforms, publicity, press and marketing material produced in connection with the Film and Film Bursary Award.

Kerry County Council’s logo, the logo of the Arts Council must be included in the final cut, in all associated printed material, on posters, flyers etc and on all websites. Copies of all such material produced must be sent to the Arts Office. Logos can be requested from The Arts Office.

The successful project will be required to obtain full production insurance and to indemnify Kerry County Council, and The Arts Council prior to any release of grant aid.

Please note that Kerry County Council reserves the right not to award the bursary if none of the applications received are deemed to be suitable. In this instance, Kerry County Council reserves the right to pursue a different procurement process.

Acceptance of these conditions and guidelines is implied by submission of an Application to the Film Bursary Award.
Freedom of Information: Kerry County Council proposes that the following information relating to this bursary award application will be made available on request: the name of the successful applicant/s.; the reason/s an applicant did not qualify for grant consideration. Kerry County Council undertakes to use its best endeavours to hold confidential, any information provided by applicants subject to its obligations under law, including the Freedom of Information Act 1998 and 2003. Applicants are requested to consider if any of the information supplied should not be disclosed because of its sensitivity. If this is the case, candidates should, when providing the information, identify same and specify the reasons for its sensitivity. If such information is not identified as sensitive and Kerry County Council upon consideration does not deem it sensitive, then such information is liable to be released in response to a Freedom of Information request without further consultation with the applicant. Kerry County Council will consult with any candidates about sensitive information before making a decision on any Freedom of Information Act request received.
